How can I access a SAP notes ?
whatever I do , I always land in SAP ONE Support Launchpad and it is only available to SAP Customer or Partner with an active support contract.

Yes, to access SAP notes you need to have an active S* user ID.
If you do not have a S* user ID - the procedure for requesting one varies by company, ask your colleagues what you need to do to get one.
If you have a S* user ID, but you are automatically logged on with your personal user ID - one possible reason might be that you are logged on with your P* user in SAP Community and you try to access the Support Portal in the same session, which triggers SSO. To bypass this restriction I use Firefox with multi-account containers and I access SAP Community with my P* user in one container and the Support Portal - in a separate one.
If you prefer Google Chrome - try using separate profiles (People), it works in a similar way, but you will have separate windows.
If the question is can you access the support portal with a P* user ID - no, you cannot.
There is no legal way to access the content without the right credentials.
Edit: using third party sites is risky, because they will probably not have the latest note versions and attachments, which can lead to you making bad decisions about configuration.

If you don't have an S user account you wont be able to access notes. If you know the note number you are wanting to access, occasionally searching the note number in google, a third party site sometimes has the note accessible.
