How do I add my old S-User ID from the previous company to SAP Universal-ID:
I have switched the companies therefore my old email id with the previous company is no longer active. However, when I tried to add the old S-User ID to the Universal ID, it is asking me for the previous company email address instead of the S-User ID. I have completed my certifications with my old S-user id so how do transfer them over to my new S-User ID?

to link an S-User to your Universal ID, the S-User's email must be associated with the Universal ID. To add an email to the Universal ID, you must prove ownership of the email via a link sent to the given email.
So either you need to get access again to your old work's email to add it to Universal ID or have an organization admin reassign your S-User to an email you have ownership of.
Otherwise, reach out to SAP Learning support. They may be able to assist you reclaiming the certs of the previous S-User by proof of your identity.
Generally, we recommend adding all your emails to your Universal ID to avoid these situations.

Thanks. This makes sense. I have no way of asking my previous employer to assign me old email again. Therefore, I am going to try SAP learning as you suggest and see how far I can get there.
