How can I add a new SAP Managed Tag for blog posts and edit existing tags?

How can I add two new SAP managed tags: "SAP Customer Identity and Access Management" and "SAP Enterprise Consent and Preference Management"? They are both approved names, but not on the tag list. When I researched this in "Questions and Answers", the closest discussion I found was from 2016 and it didn't offer a solution. In addition, is there a way to edit existing tags? "SAP Customer Data Cloud" has a new name. Ideally, we'd like to keep the tag and just edit the label.
