Request clarification before answering.
I believe certificates are automatically downloaded so getting a new one is just a matter of deleting the old one, restarting your browser and then logging into SCN using your user name and password.
Getting rid of the old certificate requires something similar to:
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
Usually this: https://websmp108.sap-ag.de/sso-smp would be the right answer and right site.
It works last week but now I only get this error:
An error occurred while processing your request.

You have to wait and/or to refresh until it might works.
That address is dynamic: the number, in this case 108, changes with each session. The primary URL to try is http://service.sap.com/sso-smp
