Hi Elizebeth,
From the error message, we can note that your internal SAProuter is installed in the host USSAPHRD.
Kindly ensure that firewall is open from your SAProuter host (i.e. USSAPHRD) to Destination IP Address 194.117.106.129 on Port 3299. Ideally your Network Team can get this done.
Once the firewall is opened, check the RFC destinations SAPOSS and SAP-OSS and ensure you are able to connect successfuly.
Kindly revert if you still face any issues.
Regards,
Ganesh Anand

Dear Elizabeth,
Please check with the connection of SAPOSS and SAP-OSS. Its working fine or not. and also go to OSS1 transaction check with that Technical Settings Logon to SAP.
Please check with that and revert back.
Regards
Thomas

Hi,
From your saprouter machine please try using:
telnet 194.117.106.129 3299
This should give you a blank black screen.
Also, you should get a continous reply from 194.117.106.129 while pinging it from Saprouter.
If you get a request timed out, pease request your network team to check the tunnel.
Thanks,
Saba.
