No, can't really be done except for the date part. The process to change the URL would involve rejecting the post and then republishing it and this might incur a penalty on your account.
Normally we ask members just to create a new post and then we hide the old on in a test area so no one has access to it and we don't have to reject or delete it. Unfortunately (or fortunately, depending on how you look at it) your post already has lots of good comments so we wouldn't want to lose these.
fyi - The inability to change URLs was an enhancement to prevent broken links.

I don't think it can be changed.
The URL is decided on first save based on blog title. When title is changed later, URL remains unchanged as it was reserved on first save.
