We
were able to reproduce the issue. While we are working on identifying
the root cause and have it fixed we've identified a workaround which
works with all the Community systems that we've tested
(Blogs,Answers,Activity Stream). So until the issue is fixed please
follow these steps to ensure that you don't get this loop:
1. If you
currently have a loop - close your browser completely. You should close
Community tabs before quitting the browser application.
2. Open a new browser session.
3. Go to people.sap.com and log in there first.
4. Then via the flyout menu on the top-right go to any desired Community system (Blogs/Answers/ActivityStream).
5.
If you want to go to any of the profile pages (e.g. Inbox) you can now
safely use the flyout menu on the Community sites and click on Inbox /
Account Settings / My Profile => there will be no loop this way.

I had this problem yesterday (Firefox 71.0 64-bit).
After clearing my cookies and cache the endless refresh was gone.

I cleared the cache and logged out on Firefox but now have trouble logging back in. The looping also happens on my iPad via Safari but eventually stops and displays the new notifications.
When trying to login I see the message „waiting for consent.trustarc.com“ for quite a while and then „loading data from avatars.services.sap.com“ so something or other seems to be causing issues on the backend.

The inbox now loads again via Firefox but trying to get to https://activities.sap.com/ also shows the „waiting for consent.trustarc.com“ message and completely fails to load at the moment.
8b889d0e8e6f4ed39f6c58e35664518f the refresh problem just reappeared for me and it would not go away after closing the browser and opening it again (I clear cache and cookies on exit).
For some reason enabling/disabling uBlock and playing with the settings for the enhanced tracking protection seems to fix the problem of pages not loading as expected (for now), but to me it seems that the team are doing some "direct testing in production".
I just saw the issue in Chrome when I tried to go to any of the pages in my profile, inbox, etc. Closing the browser and going directly to people.sap.com as suggested did work, but that's not the workflow I usually use to get to my inbox.

I'll need a bit more information on how the issue first occurred this morning. For that I'll send you a DM.
Additionally I'd like to add some clarity to the cases that have been mentioned here:
1. Issues regarding https://activities.sap.com/ , consent.trustarc.com and
answers.sap.com not finishing to load have nothing to do with the issue described in the question.
2. The issue on Profile (people.sap.com) with the Inbox (1st screenshot as well as the Dashboard (2nd screenshot) are probably related to an expired session in that browser. The session should have been refreshed triggering a page reload and an authentication message. It seems that this hasn't happened and instead this loop appeared. This is what we are investigating right now, and I'll contact you via DM to try and get enough background data to try and reproduce it.
