Why is EH&S Business Function OPS_EHS_CI_1 Not Activated with SAP S/4HANA 1709?

Why is EH&S Business Function OPS_EHS_CI_1 Not Activated with SAP S/4HANA 1709 Best Practices for Chemicals (USA)?

I saw the SAP Note about the Business Function being left out of the S4 Always Activated list. I am uncertain why the Best Practice instructions don't include the switch activation.

Hello

in some SAP notes it is explained that if you move to S/4 HANA most of the "EHS Classic" business functions are "on" (so called "always on" Business Funcitons). You can not revoke this.

There is one business function which is "not on" (coming with EnhPack 3); assumption would be: even if it is "not on" you can activate it.

Assumption: this set up will not change with future S/4 HANA releases.

I am having trouble getting S/4HANA 1709 to display a WWI Report on my frontend SAP GUI 740 on Windows 10 with Office 365.

Could this problem be caused by the lack of activation of Business function OPS_EHS_CI_1?

The error is: "An error occurred when starting the display application."
