what is the exactly difference between material and substance?

Physically there is no difference, however conceptually there exist a difference because of their purpose & usability in SAP applications.
Materials are always defined in SAP R/3 for logistical purpose. On the other hand Substances are defined in SAP EH&S application to be used solely for EH&S business processes. Both may be same; not neccessarily always. The materials contain logistics data, such as price, weight, and dimensions, while substances contain EHS related data like physical/chemical properties, regulations, etc.
Wherever EH&S processes involves logistical scenarios, corresponding n:m or m:n relationships can be maintained between materials and substances.

In SAP EHS material called as Substances. Substance is common name in Environmental sciences.Substance is used instead of material.The Substance (material)data in EHS contains Chemical Identity Propeties,Physical and Chemical Data,Fire and Explosive Hazard data,Reactive data,Health Hazardous Data,Emergency,First aid and Preventive Measures,Manufactures or Suppliers Data.
