Validation required in IW 31 component tab ?

In Iw31/Iw32 for Order Type PM01, want to validate Reqmt qty with Batch type under Component tab i.e. if User select Material with Batch type "NEW" with Reqmt qty -ve sign (1-) should restrict from saving the order and to give error message "with -1 for Batch "NEW" is not allowed"

Request to suggest relevant logic to achieve the validation.

I tried with user exists

IWO10011 but the same is not getting triggered upon order save i.e. order is getting saved even after breakpoint
