How long is a user session valid? Is there is setting to increase/decrease the timeout? If so how do we do that?

as Jeremy mentioned the SessionTimeOut is a global setting on your xMII Server
so you can't increase/decrease it. But if you have a HTML/ IRPT page with an autorefresh
on a display template you will always refresh your Session (if autorefresh-rate < SessionTimeOut).
Maybe you can play with this to "increase" the behavior of the SessionTimeOut for some pages.

The inactivity timeout (SessionTimeOut) is 120 Minutes by default. The setting is found in the System Management...System Administration section of the menu.
It works like a countdown timer, and every user query or related activity will reset it to this setting. You can see the status of this in the Active Session table (same menu section).
