Turnning disallow-doctype-decl to false in SAP MII

I keep getting this error in the MII Workbench when I use the xsl transformation action block:

DOCTYPE is disallowed when the feature "http://apache.org/xml/features/disallow-doctype-decl" set to true.

How do I set this to false?
