Hi,
You do not mention if you are using on-premise systems and cloud services.  I am guessing on-premise and starting reply with this, but read further if this is not the case:

Blog post: First steps to work with SAP Cloud ALM Deployment scenario for SAP ABAP systems (7.40 or higher) -> KBA 3468539 will connect you to this.  This blog details much about the configuration, required roles/notes, usage and troubleshooting of Change and Deployment Management for on-premise systems.  (There is no build in approval process -> you would need to utilize API to trigger a such a process from your end.)
