Substep List Missing in POD of SAP ME 15.1.1.0

Hi Experts,

We have a requirement where we have substeps for some operations. Our SAP ME version is 15.1.1.0. and it has Substep feature as mentioned in the document: http://manualzz.com/doc/7586551/sap-me-how-to-guide-for-routing-substeps

We have configured all the related data as mentioned in the document. But we are not able to see the substeps list in POD of SAP ME 15.1.1.0.

Please suggest some solution. Your response will be highly appreciated.

Screen 1: Configure SubStep Plugin in Work Center POD.

Screen 2: Workcenter POD where Substep list is missing. We should get Substep list after selecting an operation from operation list.
