I was trying to use sets of Hits Management . I saved two "save search criteria" . Whenever I try to run those sets , I am not getting option of selecting two and only the last saved sets of hits is displayed .
any help ?

Ralf and Mark provided the most important topics. Therefore
a.) with one option you manage "static" hit list
b.) with the other option you managed the "search" steps
You need to pay attention on this "only":
a.) for the "search" option the "key date" might be an important input and therefore the result is depending on that (for hit list may be the same; not sure)
b.) for both options: you can add further nodes in both "trees". You need "only" to pay attention that you consider access rights. In most cases set up is like this:
You have "private" hit list/Queries; and you have "public" hit list/queries"; but you can manage more (based on the folders which you can generate)
On top you need to understand that the hit list is "fast" (as it is simply as explained a static number of specifications) thereas the "query" can be slow depending on the steps you use.
But both options add clearly a lot of benefit in daily use of EHS

don't save the search criteria but the hitlist (Utilities - Set of hits - Save). That's what you want, right?

so "Save Search Criteria will save only one criteria right "
Also we have two options of saving option .
one is Utilities > Query > Load/Save
and Utilities > Set of Hits > Load /Save .
Looks like both functionality is same . Any idea whats the difference and which one we usually use for saving our search results ?

In other words:
You can safe exactly all the search steps that got you to your hit list.
Therefore it is quite a powerful and useful tool in my opinion!

The set of hits is a fix list of hits. It will never change. If it contains 111 hits today it will have 111 hits tomorrow and 11 years later.
The saved search however will produce different hit list based on the data in the system.
So if your search turn up 111 hits for a certain phrase "XYZ" today it might produce a hit list with 113 entries a week later if two more specifications have now the phrase "XYZ" maintained.
