SAP ME 15.4 - Can we post scrap confirmations to ERP without using control key assignment on ME operation? or Do we need to do some customization

It's not very like to have as Control Key assignment is essential for the reporting step.

Further clarification to trigger Scrap Confirmation through customization, I'd suggest you open an incident request the Manufacturing Support Team.
