If the work order is associated with a notification, you might consider using the activity codes in a notification to codify the cause of lateness? You might be really extreme and use a particular notification type to record issues with the planning or execution of work orders. Here the intent would not be to record technical history, but rather history of poorly planned or executed work orders.
