Saving Phrase Item in Transaction CG12

I am trying to create a Phrase Item in transaction code CG12, when Phrase I am getting an error message

E:CM_PHRASE:160 Phrases

Message no. CM_PHRASE160

That is the Phrase is being saved but without Phrase text. Is there anything wrong with my authorization, because if I create the Phrase using a profile with SAP_ALL, the phrase text is being saved.

There is no long text to the error. The Long text page only contain the following message:

Hello jeremiah

as you succeed if you use "SAP_ALL" access rights: please try to generate a new phrase as you have done it and then use transaction "su53". You will get a analysis which access check wasn't sucessful.

In any case: I am little bits "surprised" that the system is really creating the phrase. At least regarding one langauge you normally must enter a phrase text or the save is not allowed.
