Hi,
I have a PM Order type that does not have Operation level accounting activated in PM Configuration settings. But when the Order got crated, I can see Account assignment and settlement rule options at the Order operation level.
Is there any setting other than activating OAA at the order type level in the configuration?
Any suggestions would be helpful

Was the OAA active when that orer was created?
If not, then that sounds like a bug, so you should have a look on OSS for a suitable OSS Note.

You're correct in indicating that the PM Order Type dictates if the assignment is done at the operation or at the header level. If you do not have that setting active in configuration, I do not think a single order can have accounting at the operation level.
Try creating another operation for that same order with a different account assignment. I think that will clear your doubts.
