Within SAP EHSM 5.0 in the workflow WS00500001 - Incident Lifecycle, there is a decision step 000253 called "Initial Report Generation Required?", which results in output False => Omit Initial Reporting or True => Initial Report Requested. The condition of the step is &PCO.IS_INITIAL_REPORTING_NEEDED()& = X .
A client we provide support to is experiencing an issue when the result is False and the initial report generation does not occur. I would like to know what causes the result to be False and what causes the result to be True.

Thank you for the response. In the client's system the configuration is default, so the Initial Report Generation is not disabled, and the Incident Group in one workflow instance container was identified as Injury/Illness where the other workflow container it was not yet determined.
What is concerning is that the Initial Report Generation is in the runtime of some workflows set to Not required (False) and in the runtime of most other workflows set to as Requested (True). I am trying to determine why during the runtime the workflow would give different results. The Initial Report Generation Required? condition step happens before the Is Deviation Group step?. Perhaps if the two are related, you can explain this to me?
Do you perhaps have any further suggestions I may look at?
