Hello,

Regarding the request of creating new S-users for the company, it is necessary for a current Super Administrator to create the S-User IDs on "User Management", as explained on KBA 1271482 - How does an administrator create or delete S-user IDs? - SAP for Me.

Once the new S-users are created, the definition of new Super Administrators can be done, by a Super Admin, who must assign their own authorizations to the new Super Admin, as per on KBA 1511008 - How to add or change S-user ID authorizations - SAP for Me. 
To make it easier, the steps on KBA 1614304 - How to use the Copy Authorization feature for S-user IDs - SAP for Me can be followed, providing all information to copy all authorizations at once and providing a package to promote the users to super admins.
