While configuring a RFC listener on the netweaver side of MII the server had a hiccup and the RFC listener was stopped.
Our basis team restarted the MII instance on the server but to no avail.
The error states that it was being modified by another administrator, but I am sure nobody modified this adapter besides me.
Any ideas how to get the resource adapter back up and running?

First I would restart the NW instance as MII does not really control the RFC Listeners since 12.1. It is almost completely a NW function.
If that does not work, there is a way to directly modify the settings in xml files while NW is down. From Jamie Cawley a couple of years ago, you can take a look and perhaps reset it to the default settings (in other words, start over):

To fix XMIIRFC01, on the display configuration tab navigate to
apps u2013 sap.com u2013 sapjraxMIIRFC01 u2013 connector u2013 cfg u2013 sapjraxMIIRFC01.rar
You will find an applied folder and a base folder. The properties are maintained in ra.xml. You could either download the base ra.xml and upload it to the applied ra.xml, or download the applied, fix it and re-upload it. Restart netweaver to apply changes. u201C
The time I used this was to manual adjust the MaxReaderThreadCount which was set higher than the NW installation could handle and so everytime the NW system was started it would choke on being unable to allocate the full amount of threads.
Please post if either of these options provides success.
