Hi,
there is a Excel upload report available to create the Bucket Hierarchy in a Portfolio.
You can access the report via Customizing -> SAP Portfolio and Project Management -> Portfolio Management -> Utilities -> Transfer Data to SAP Portfolio and Project Management -> Import from MS Excel to Portfolio Buckets.
