I am looking for a role or profile to read ALL projects in cPro. Can somebody help me out?
Request clarification before answering.
If you are using templates to create projects, you can well have a role (person, org., profile, user group) to have read access. Any/every project that you create thereby, would have this person/org/group to read projects.
Alternatively, contact your basis team, if you do have any reservations about using this option.

You can create a PFCG role with authorization object ACO_SUPER with::
- activity: ADMIN
- object category: *
You may also have to add wild card authorization for project type.
