Can anyone explain the difference between process flow and work flow in SAP EHSM?

first we must be clear: what is your definition of "EHSM".
We have EHS classic and we have the Component extension for EHS.
EHS classic does have a "workflow" option (please check SAP online help; SAP delivers an example of a workflow process if you install SAP EHS classic) ; Component Extension for EHS: No clue. I do not use this application
Regarding terms: your question is quite tricky
SAP provides the option to define a "workflow". But this workflow does support a "business need". And the business need does have a "process flow" based on design of EHS classic.
Example: the process might be: i would like to generate a new material and link it to a REAL_SUB (there are many reasons for this business neeed). If you generate the material and assign it to the "REAL_SUB" you generate a "subsequent" business need. E.g. we need a released DG master (for the relevant transport regulations) for this new material. This later part can be supported by using a "workflow".
In EHS classic you can define trigger events and assign the task to "roles". A number of users will support the "role" (so that they support the overall business need). These users will get a "task" assigned. If the work regarding the task is "ready/finished" either the workflow is finished or the next task need to be generated etc.
I hope this helps. SAP is proving many slights focussing on the "process" and not handling the "detail"
