have not been addressed so far.
I assume now: you understand: the start of "Waste Management" is different. In R/3 you can use EHS-WA in S/4 you must use the new solution. Therefore: depending on your start position therefore: the"IMG" story is different
On top: It can be assume that with S/4 HANA on premise version 2023 the new solution will be extended and new capabilities will be in place. So if you look on S/4 HANA solution you should wait before you start an IT project.
As the new solution is a complete new solution: I have no idea if any SAP customer has still tried to use the new solution or will do so in the next months (after release of S/4 hANA on premises version 2023 expected to happen in November 2023).
So for the new solution we can assume: There are not many IT consulting companies out there who are capable to support you in a set up of the new solution (as these companies must as well "learn" on the new capabilties to come in S/4 HANA 2023).
For the old solution: the discussion here is "rare". So it is not clear: who is using the old solution
Coming back to kind of industry:
You have a waste producer and companies which earn money to manage the waste. And as mentioned: we have the SAP Waste and Recycling solution in the game on the top.
From my point of view: i propose: either you get in touch with SAP direct to get advice (which solution is the "best" for your situation or you try to get in touch with the many IT Consulting companies. SAP is from my point of view a better address to get advice.
Looking to the future: it is clear: waste handling will get more and more important (same as "to avoid waste" as best as you can).
So if you plan to start a career based on the "Waste" Solutions delivered by SAP: yes you can start the career. But in most cases only if you are part of the many "big" players outside (IT companies consulting SAP solutions).
Most of the business you do: if you generate "real products" (like cars, chemistry, smartphones etc. etc. etc.): the "waste" story is important to handle

i can not 100% agree to what Satya has explained;
The Waste Solution, as available with "EHS Classic" is not available within S/4 HANA.
We have a new Waste Solution. YOU SHOULD NOT LINK this solution to what is called "EHSM". This is not a good idea (in S/4 HANA)
SAP has rearranged the software in S/4 HANA.

SAP has decided to set up a new solution which is as well called "EHS" (the term is exactly "Environment, Health, and Safety (EHS)"
The new Waste Solution is apart of this new EHS solution (linked to the "Environment" term of EHS)

SAP will go on to work on the solution. We can assume that with the next S/4 HANA on premise release in 2023 (end of 2023) the new Waste solution will be extended
PAY attention: Do not mix this solution with the other SAP solution which is called: SAP Waste and recycling (https://help.sap.com/docs/SAP_WASTE_AND_RECYCLING?locale=en-US). This solution is clearly different to the EHS new S/4 HANA solution

I will try to answer your question, i hope that you know the basics of Waste management, i will take the consideration that you have S/4 in place, cause WM is available in S/4 only now,
1. You need to have Material Master(waste Material type) and Specification work bench to start with Waste Code,
2. This questions is tricky basic configuration will be provided by SAP, if you are looking for specific requirements for your organization then you need to configure the system according to the requirements.
3. Waste management is required in most of the companies mainly companies producing Hazardous waste, WM talks about how to handle and transport the waste and dispose the waste according to the local regulations.It includes DG regulations as well if you transport.
