Can a phase approver approve the project by using single sign on ? . Could you please mention possible steps to config for approval of phase.
Yes, SSO will get them into the system and then they have to have the right authorization to set the status on a Phase.

I don't understand how that would work. With SSO you are immediately logged into the system, then what would happen?
You can use a workflow to approve a Phase and change it's status. The outcome of an approval flow is to set a status on the object.
