when I use ppm6.1 using IE browser and chrome, the basis data tab is blank for cproject project definition, phase and task.
on firefox it is ok, but on firefox, the java cannot be used.

I had a similar issue but it was not browser related. We were using SAP PPM 6.1 SP08 which had a bug where standard tabs in the PPM project appeared blank.
We implemented SP09 and the issue was fixed.
