When creating a new portfolio I input the required information for Name, ID, Type and Status. Then when clicking Save, I get an error stating "The value of the mandatory input field Portfolio ID is initial." Why is this error being shown, when there is a value in the field? Has anyone seen this before?

It is suppose that you are filling the portfolio ID then your error doesn't make sense. Could you check if you have activated the automatic number generation of the portfolio?

I would recommend you to double check the mandatory fields. I think one of them is not used or filled in the UI. If you find some mandatory custom field name that is not used, you need to either remove it or change required from True to False in the following customization.
SPRO:
SAP Portfolio and Project Management
> Portfolio Management
> Global Customizing
> Global Field Settings
> Define Custom Field Configuration
=> UI Configuration -> Field Name xxx, change the attribute from True to False.
