phrase enabled char (phrase set doesn't have phrases assigned) which values would it take?

the set up of of EHS is company specific. The set up depends e.g. on the fact if the company using EHS buys content or not.

Which phrases are to be assigned ot phrase set? The answer to the question depends on e.g.

- property/VAT

- characteristics which you are looking at

Therefore: nobody can answer your question.
