Maybe try removing the "Exception" checkbox. But make sure the SMQ1 & SMQ2 queues are empty.

A couple of more recommendations:
1) In the mapping table, remove the unnecessary rows. Suggestion: use a row with PWS, Sty. =* and Grpg=* to make sure all possible types of entries in info type 7 will be transferred.
2) Make sure "Maintain Time Allocation Type" settings cover WORK and WORK_BREAK and in your case DYN_BREAK as well. Check and think carefully about their priorities as well. Higher priority will overwrite the overlapping entry.
3) Assign Time Allocation Types to Resource Types -> Make sure TA Types mentioned above are linked with Human Resources.
4) Check with an HR Consultant whether the Info Type 7 data is correctly entered.
5) Check the Evaluation Paths which 99% of my issues were caused. Check "Define Resource Planning Nodes and Evaluation Paths" fields one by one. Check the corresponding Evaluation Paths. Your issue is not potentially caused by this configuration. But this config step is so important. It is always good to review and understand field by field...F1 Help for every single field will give you a broader understanding of the capabilities of MRS.
And check especially transaction OOAW for MRS_O-P.
It should "teach" MRS, how to find an individual from O (HR Org Unit). And standard configuration has O to S and then in a second row, S to P relationships. Check if these relationships are the same in table HRP1001. (Imagine that you are starting from O and then by using Ev. Path you are extracting the individuals).
6) Execute batch programs /MRSS/SGE_PN_MNT and /MRSS/HCM_RPTWFMIF
7) Check SMQ1 and SMQ2 if there is anything stuck in the Queues. If so, active/release them. (Maybe you can do this step first)

It is difficult to say but check your evaluation paths first. Now the program you are executing... I always execute it to extract individual availability/absence to be transferred. And my way of doing is as follows:
Object Type / ID = Resource Planning Node (In your case it should be "O" and the HR Orgs)
Evaluation Path I use there targets extracting P from the RPNs. In your case, it will be MRS_O-P.
Please try again with this and let us know if it works.
