The easiest way to find out is to check which phrase sets are assigned to this phrase. The phrase sets have the same technical name as the characteristic they refer to.

as mentioned by Mark and Ralph
you have to seperate the place for "input" and what type of "output" you need.
based on you description: go on as Ralph is proposing: Check in which phrase set the phrase is used; then you know the Characteristic /technical key); then you know the correesponding EHS class and therefore the value assignment/property.
But you need to still define the "usage" of the data record to maintain (to make it simple you could use "PUBLIC/ReG_WORLD); and in most cases you have a "Context" (check the hint of Mark).
Based on type of "output": we can have WWI like output, e.g. SAP Script like output; and many other variants or output

The recommendation from Ralph works in all cases for all phrases to identify where you can maintain a certain phrase But you would still need to know what data your output/report/WWI template is reading. One phrase often can be maintained in multiple chracteristics and properties.
In this specifc case - as it is an EU Hazard phrase (hence it is starting with EUH-*) it is should be in the GHS labeling EU/EMEA property - depending on your output....
