Request your suggestions and comments on the following scenario.
EHS regulatory content data updates have not been done for past 2.5 years for some reason. The last SERC update was done was 1505 (1st release of 2015). Now the requirement has come to update all the SERC updates till now.

When you implement the latest version of the SERC, it includes all the delta from the previous version which you have updated.
SERC is not released as delta for each release rather it is released as a complete package with renewed content each time, associated with content SAP releases the changes documents which list the changes in the characteristic, Expert Rules, Property tree, WWI Template and XML regulatory content. Now coming to your questions
1 - Usually it must be two major updates a year for which it comes to 4 content updates; there could be additional two minor changes around regulatory content.
2. My understanding is the content is always the latest pack, you may check via ticket
3. The latest package contains all the delta together so you need to load them in sequence to achieve the complete package like the property tree you need to implement in sequence for which you need to upload data / co files. So are changes in WWI programs / function modules around DG / Phrases / Placeholders for temperature etc, if you are interested to have them as well.
4. The basis parts it is as per the landscape architecture like Dev - Qua - Prod. Where as the master data around Phrases, XML content, WWI could be from Quality to Production. Property tree should be from Dev to Qua to production and also the FM around WWI templates
5. The challenges I see should be around the existing property tree changes and how you manage the new characteristics or changes in existing characteristics for which you need careful analysis, expert rules changes and associated mdb file mapping and xml file updates if any and their impact on the rules and how to generate revised MSDS and also WWI reports.
