How to hide or control access to old RPM java dashboard

Which is the configuration path which will enable us to hide the old RPM java dashboard or control the access of the old dasboard for different users. Any pointers will be helpful.

To hide java item DB, (assuming you are using standard navigation):

-delete link id 116 from link groups beginning with 1* (for sure 100,102)

-delete link id 201 from link groups beginning with 2* (if used)
