How to disable the ability to create Report from Template in CG02

We have a group of employees that we'd like to retain the ability to display specifications via CG02, but we do not want them to have the capability to generate spec reports by right clicking and choosing Reports... Report from template while using CG02. How do we do this? I've looked at the security set up and they have display only for these reports, yet they are still able to generate reports manually when desiring to do so.

to use transaction "CG50", "CG54" and to us the option "Create Report" => for all this you can grant (or do not grant) access rights

There is no option available in SAP EHS to avoid the use of the option "Create report from template"

There is no access object etc.

If the employee is using "create report from template" and share the result with customers of the company: he/she is ignoring the fact that he/she share "not approved data via document" with a customer. If he/she is using this approach: sorry than get rid of this person

I am not aware of a function (without use of SAP modification) to handle this process different
