How to create a custom action block in SAP MII

I have a task to create a simple custom action block in SAP MII. I have tried my best to find any information on accomplishing this task. Unfortunately I haven't got any lead on this. I don't know where to start and how to start creating the custom action block.

Please help to create. If anybody have created already please guide me.
