How to Assign Ressource to the Project

Hello PS Experts, 

I want to assign some projects to my resource ID but I didn't find where to do that in Fiori Apps. 

Could you please share with me the procedure so I can assign resource to projects and then book a time on it on he TimeSheet.

could you please clarify how to differentiate between the two solution SAP PPM and PS and then how to assign resources on both solution.
