A phrase was marked for deletion, but I want to remove the delete flag and continue to use it.

you can only delete a phrase if it is not used any more. The "Debug" option (proposal from Mark) should only use as the "last chance" (to recover the phrase and it's content) . As you have the ESTPH etc. entries still in the tables. Why not just generate a new phrase wtih the content of the old deleted phrase? May be a littble bit simplesr than to use debug option
By te way. The same "questions" might come up if we talk about "specifications". Here you can delete them as well (under some preconditions) But in contrast tp "phrase": I believe there are not many people willing to use "Debug" for "reinitiating" the spec.

There's not standard functionality available to do that.
You would need to somehow (Custom program, SE16(n) with debug right) remove the deletion flag in ESTPH and ESTPP tables.
And I guess assign the phrase again to the previous assigned phrase sets.
