Floor stock movement from the SAP ME-controlled storage location **** is not allowed

Hi, Experts.

Help me with this error. I am transferring material stock to SAP ME (15) using INVCON03_INV_PEG on 311 movement and receive error in Queue Monitor -[STEP = STD_END]. Floor stock movement from the SAP ME-controlled storage location 171A is not allowed (Message 17011).

I am transferring from SAP HANA storage location 171A to SAP ME storage location 171A.

We are facing same issue with SAP MII 15.5 and S4.
