the "normal" user can use WWI as a "local" installation. But with some enhancement package the WWI can be installed on a "gen Server"; This is what Mark tries to explain.
But if you would like to use e.g. CG42 you must have a local WWI installation (according to my knowledge); and this is what you seems to try; so once again: i believe your local WWI setup is "corrupt" (refer to your parallel disucssion); potentially: some access rights in Windows level are missing; but in most cases: there is no problem here
