EHSM: The error "workflow is not yet started; try again later" is triggered.

Hello Experts,

While trying to close the incident the error, workflow is not yet started; try again later(Message no. CM_EHHSS_INC_CHECKS424). Can anyone please suggest me how to resolve this.

I tried to close the incident as provided in the Guided answer, but it is not allowing to close the incident and the error " workflow has not yet started, try again later" is triggered.
