I've seens similar issue before when a 'brief consultant' was assigned.
The problem was caused by assigning a health surveillance protocol with protocol category 'CONS', brief consultation. This should not be possible because brief consultations are not planned.
The following note corrected this behavior
For resolving the problem with the error messages for persons which has a brief consultation assigned in the planning cockpit, you may have to delete the entries in table T7EHS00_PERPROSC with protocoll category 003 (CONS).

the issue is quite similar but not the same, actually.
I've had a look at the entries in T7EHS00_PERPROSC but I've found a few records regarding only two persons, while in the Cockpit I can't add to Planning list a dozen of people.
I've searched for a SAP Note, and found

Which EA-APPL version are you currently using ?
The note 1067084 delivered a new error message to be displayed when problem is caused by an error in the authorization check:
No authorization to display health surv. protocols for person &1 &2.
If this note is not implemented, please implement and check the results. If not, you should receive this new
error instead of the inital one.

The protocol category is #2.
As I said, there are other people that I can't add to Planning List, but in T7EHS00_PERPROSC I have only two of them.
edit: my fault, I have ALL the entries, all the people in those records are the ones that I can't add in the Planning List.
Ok, I'll try to implement the correction instructions, then.
edit: I've investigated ABAP code and found that note 1067084 was already implemented, as we have 702 support package 14.

For EHS we should consider EA-APPL application component. I believe this note is implemented in your system, cause it's not a new correction.
Please try to set the standard filter once to ensure that the functions work correctly. To do this, call the filter dialog, choose 'Standard/Default Settings' and then choose 'Save'.

hehe, I'm new at EHS, but I'm not so dumb
Again, I think there was an issue with EHSPP01, I first set in the Exposure Group an Object ID Video-Terminal worker and then set in infotype Relationships the Relationship type/Relationship B 003, when the HR colleague told me that he was not able anymore to see these position in PPOME.
So I changed the field Relationship type/Relationship to B 080.
As a consequence, all the people with SBA position can't be added to Planning list in EHSH_D_PCP, even if they have no medical service or surveillance protocol.
Again, they appear instead in T7EHS00_PERPROSC.

Anyway, the error says:
"Person xxxx is not displayed due to filter settings"
I think that must be related to a stauts in his master data, this occurs with other 8 people I've put in an object id SAP Business Analyst via EHSPP01, thus meaning they have that particular position in the HR Organizational Hierarchy (PPOME t-code)
