Dear Sia
answer is: no: without use of SAP MM, SAP SD you will not have "100%" profit in using SAP EHS. But as explained in:
There is a solution overlap to "Component Extension".
Conclusion. If you customer do not have the need to create SDS/lable handle DG topics etc. other options (other IT solutions than SAP) might exists
May be might help

It depends. For certain applications, such as incident management and risk assessment on the "people" health and safety side, you can get away with a minimal ERP backbone. Basically, you have to have the people data (HR mini master) and an organizational structure to drive workflows, manage incidents, manage employee health and safety risks, and so forth. But of course you have to do the same thing in any 3rd party solution as well. You gain more benefit from other integration points such as to MM, Plant Maintenance, and financials, but these are not required. It is different on the product safety side where integration to other ERP processes is really essential to make it all work.
