Hi all
Is there any mechanism in SAP EHS or MM module, where we can capture details such as Insurance, Environment compliances, Waste dispose/transport license details for vendors/contractors. We want to capture this information while selecting a vendor/contractor and then renewing their contractors.
is there any functionality, where we can create criteria mentioning that, without these documents, particular vendor/contractor cannot work for the organisation.

besides the mentioned SAP Core EHS Waste Management functionality, where you can indeed define your Waste disposers or Waste Collectors as Vendors and your Waste Generators as Customers- you can use two further modules for your needs:
1. Audit Management: This is a CA module, however also developed by Technidata and SAP. Here, you can conduct audits- e.g. Vendor audits- and as an outcome of your audit rating, you can update the QIR (Quality Info Record) with the Audit rating and even block the ability to purchase from this Vendor. The module is open to any kind of audits and with release 4.7, also available on SAP Core. It can also be interlinked with SAP IH&S Work Areas.
2. Environmental Compliance (EC): This is a web-based tool (WDJ) which is used mainly in Oil& gas/ Chemicals. Here you can track the compliance of your factories in respect to environmental legislation and compliance and capture emissions and consumptions. It has an automated task management and many further functionalities regarding compliance.

My Understanding of your requirement is that you want to place a PO only for those vendors, where your requirements of Licensing, Insurance, Compliance etc are met.
If this is true, then there is no standard fucntionality available. You have to do some custom development for this requirement.
You can use vendor Classification to maintain the requirements and then there are user exits availble during Identifying Source of Supply or during PO Save, where you can put a check, whether the selected vendor met your requirements based on the data maintained in Classification or not.

The requirements which you have mentioned is addressed by SAP MM module with PTP (procure to pay) scenario under vendor evaluation business process.
Please go to the following path in spro for maintaining your specific criterions:
spro> materials management> purchasing>vendor evaluation>define criteria
Here, you may define the "main criteria" as say " EH&S " and probably maintain your different aspects as "subcriteria". Here you have the facility of user exits for probably delisting or blocking specific vendors for may be EH&S services.
You may also like to see t-code "me61" i.e "Maintain Vendor Evaluation" , where-in if you had floated any RFP (request for proposal) to the available vendors in your company's master data, you would like to evaluate the vendors on the EH&S specific defined subcriterions in spro. Thereby, you should be able to select and process only those vendors which are really applicable for the required job.

In SAP EHS - Waste Management we can maintain all the Licence / Permit details and use Integration functionality to link to R/3 Vendors - so check if it suits your requirement.
Again in SAP EHS waste Management - there is something called Waste Licence Types ( You can create Environmetnal Compliance Licence type) to enter Environmental Compliance permit information.
For Insurance related information check if you expand the Vendor information using classification system.
Standard EH&S system do not have standard check functionality to validate the information but you can write a function module to validate

I don't think that there is any functionality to meet such requiremtns in SAP -EH&S.
How ever, in SAP-EH&S we have a functionality called Questionnaire (a sort of check list) where you can mention all these criteria and evaluate.
