Is there anybody who knows if is there a possibility in customizing to define and select what fields can be mandatory or not?

could you please explain a little bit more what you are searching for? In the moduls EH&S-PS (EH&S consists of many submoduels) you can do something. But you need a starting point. Example
1.) you create a new REAL_SUB. In doing so the only "technical" topic which must be entered is : which specification type" you are thinking of (in this case REAL_SUB) and which authorization group should be used. Nothing else is mandatory.
2.) Now you need to identify some "fields" as "mandatory" (there is no good definition of a "field" in d EH&S). E.g. the specification nature. In saving the specification the system could let the system check if you have entered or not a specification nature and if not you must stay on the screen until you have entered the data.
In doing so you could try to specify more and more topics which are "mandatory"; but you need to keep in mind that there is no "user specific option" (or this need to be programmed what is possible too but the overhead is high) to switch of this "default" behaviour of the system.
There are other options too. You could use the "Specification status" to "force fields to be mandatory". Here the story is a little bit more complex. You could save/maintain data what so ever kind on the specification but the "status" of the specification could be "not released". You can set up the system in such a way that you could not use the data e.g. in a MSDS. Only after some control and after somebody has switched the status from "not release" to "released" the data could be used there so ever. Therefore you must do some programming using the "status net" of the specification status
Further on: as EH&S uses havingly the class/characteristic system of SAP: You could create customer specific classes etc. especially characteristics which are defined in such a way that they are "mandatory". So if the user will enter data in the screen in the corresponding characteristic he/she must enter some data in the characteristic or he could'nt leave the screen.
So there are many many options in "forcing" "fields" to be mandatory but none of the options are "prepared by SAP itself (with some rare exemptions) and you need to do the whole work by yourself.

PS: you should really make a good concept if you would like to make something "mandatory"
PPS: So in principle the answer regarding your question is no simple" yes" (in my opinion it is a 90% no) ; yes you can do something by using the customizing (the status net is customizing) but in most cases you can not do it with programing !! So it is always a combination of customizing and programming
