Document Info Record Number Range problem

When trying to create a DIR via CV01N an error was given per last screenshot below. It seems that I cannot create a DIR with DIR number of 11 or more characters that are all numeric characters. The number range used for this is below and I also used another one with more zero's in the To Number field and I still got the same error.

Any idea's what I need to do to create the desired DIR?
