what are the different steps needed to follow to create load file of specification and phrases to load in sap through OCC . Do we need MS access for this ? also what other datas can be loaded through OCC ?

I assume to used Excel to create the load file. Then save it as tab-separated text file for specifications or unicode text file for phrases. If it is a phrase file, exchange the name extension from txt against pit. Open the file with OCC and create a dat-file. Upload to the application serbver using CG3Z.
Specifications: Import via CG33
Phrases: import via CG31
In either case you need to do a file check first before you can start the import. In the case of specifications, don't forget to properly set the import parameters in the parameters window.

Which method companies usually follow to load data Editor or OCC ? Also can data editor be used for doing mass change of existing specification ? I am aware of following t codes to do load . I was looking how this can be achieved from OCC tool .

Almost all companies use the Data Editor functionality (which is now integrated in OCC) - or they wrote own migration programs.
I have not seen a client using OCC functionality (XML Files) to load / migrate legacy data.
So far I have only seen companies loading regulatory data provided by a third party in XML format via OCC.

I believe the methodology used depends as well on organisaiton and needs of a company.
If you use the standard options (OCC etc.) you need quite high access rights to do the job. Normally the end user do not understand the options to do import. Therefore the options to execute mass updates are "limited". On the top it depends on the "type" of data to change. Rule sets are used normally to determine secondary data. They are not focusing on "generation" of primary data. Here in most case OCC is a potential tool. But the needs here depend as well on the "frequency" of change need. For using OCC options you need a functionl/technical consultant to do the import. This is in most cases no feasible option for end users. So as mentioned by Ralph/Mark:
Either own developped tools are used or "daily" based mass data change or for"one and only" imports OCC and or standard import is used.
