Delete usage using custom ruleset

Hello Experts
Is it possible to delete or change the existing usage of an existing value assignment using a custom ruleset?

I have tried mapping a fact as "U:RECN,DELFLG,VACLID,RVLID;SAP_EHS_1023_095"

I set the DELFLG to 'X' and commit the fact, but the result is the same.

Any hints are appreciated

Yes I am using EHS Expert set of rules on an expert server, with an access DB and .RUL file.

When I execute to change the usage it only appends the new usage, it does not delete the previous usage.

Do you know what the issue could be?
