Hello All ,
what is the purpose of data editor ? Can we use OCC for loading legacy extracted data in ehs and how? also what are the different techniques followed by companies to handle data migration ?

The Data Editor was a tool developed and owned by TechniData.
It's sole purpose was to load (insert/delete/update) data into EH&S based an MS Excel spreadsheets.
The OCC was/is developed by SAP and owned by SAP.
It sole purpose (before 2015) was to load regulatory data into EH&S based on XML files.
After TechniData was bought by SAP the data editor was no longer available as a software tool (but could be bought as a service).
Beginning of 2015 SAP has integrated the data editor functionality into the OCC.
So now OCC can be used to load:

please check SAP marketplace. You will find very useful pdf file to understand the options of the new OCC version. Refer to the link i provided. In some of the threads the link (reference to OSS note) to this pdf file is provided
Shortly: you can use now XML files to do the upload or "EXCEL" like tables structures.
High level: The OCC can be used to load what you would like to load; Originally the OCC was more or less related to "legacy" upload only; but in theory you can upload e.g. denisity, flashpoint etc.
