it is possible to work with and without Change Numbers for DG-Master.
But where can I define (customizing) if I want to work with or without? Are there any more explantions about the advatage/disadvantage of change numbers for DG-Master?

"If you want to take engineering change management into account when filling, you must have set the Active indicator for the corresponding change numbers for the object types Specification , Phrase , and Dangerous goods , and also used the change numbers."

Yes you are right, change number is one special topic and I'm aware of it due other sap objects like material, documents and routings.
But my main question/wondering is, why DG master is (in my case) automatically create with change number and where is this setting located? I'm NOT create a change number in advance and set DG flag...

hope you are fine... The use of "Change Numbers" is a "general" topic in EHS. In most cases "Change numbers" are used in "DG" context (but can be used without as well).
From my point of view: you can use the "DG process" with or without the use of a "Change number"
My "simple" story runs like:
You start in EHS-BD to "use change numbers"
Example:
You have a REAL_SUB and you would like to prepare the "DG master". You maintain now data on the REAL_SUB level and you perform DG filling.
Now you can do the following: you create a "change number" (e.g. valid for 01.01.2023).
You select this change number change the data on REAL_SUB level etc. and perform DG filling.
The EHS-BD story runs like:
Until 31.12.2022 you will see "old" data in CG02/Cg02bd; but if you select a "key date" => 01.01.2023 you see the "new" data.
This is called a "date split". The same is true in DG area,
If yiu elect in the DG master a date <01.01.2023 you see "old" data and => 01.01.2023 you see "new" data.
You can e.g. as well release the DG master with the same "key date".
For the SAP SD documents (and data like Bill of Lading etc.): the process select from DG master the "correct" data based on the "key date".
The use of change numbers is only possible if !! anybody in the company understand the concept of the "key date" (and how to select in CG02/CG02BD etc.).
This is a "huge training effort" as the "Change numbers" are used in most cases "rarely" only and therefore people have the trend to "ignore" this concept.
The topic is cirtical as well for e.g.
- WWI document generation
- SVT topic
etc.
As this is a "core concept" in EHS
BUT you must be "experienced" in using the concept. This is nothing to be used for "beginners" (at least you should have may be 3 years experience in use of EHS-BD)
If you use e.g. "referencing", "inheritance" and other stuff... the story is getting complexer
The discussion on the sue of "Change numbers" is more or less on "zero level" since years

PS: the "Change number" concept can be used to prepare data which should be valid in the "future"; this was one reason why TechniData/SAP has done a design to use it because for "DG part" this is something you can consider (but it is not a "must") in daily work
